Resurfacing and earthworks represent the foundational capability supporting all Four Seasons heavy civil contracts. Two asphalt paving crews, three excavation crews, and company-owned asphalt plants deliver this scope as a self-performed core competency rather than a subcontracted trade.

Resurfacing covers the rehabilitation of existing pavement structures through milling, surface preparation, and placement of new binder or surface courses. Resurfacing contracts may be standalone or may form part of broader corridor rehabilitation programs. Mix selection, lift thickness, and material specifications are managed within OPSS standards and contract-specific requirements.

Earthworks supports both standalone grading contracts and the earthworks portion of road reconstruction, underground servicing, and structural work. Subgrade preparation, stabilization, and granular base placement are delivered by the same crews that subsequently complete the paving or restoration scope, supporting continuity through the construction sequence.

Asphalt plant ownership distinguishes the Four Seasons paving capability from contractors who source material from third-party suppliers. Direct production control supports schedule certainty, material verification, and continuity of supply across multiple concurrent contracts.

Asphalt Production Company-owned plants in operation. Mix designs covering Superpave FC1, FC2, lower binder courses, and specialty mixes including Note 9 stockpile aggregate and Note 11 polymer-modified binder.
Paving Equipment Two complete paving spreads with pavers, material transfer vehicles, and rolling trains. Equipment sized to municipal arterial and Metrolinx contract requirements.
Milling Capability Cold milling capability covering full-lane and partial-lane removal. Milling profile control supports surface preparation for resurfacing or full reconstruction scope.
Earthworks Equipment Three crews with excavators, dozers, graders, rollers, and articulated dump trucks. Sized for arterial-scale road and underground contracts.
Quality Control Quality Control Manager licensed as Professional Engineer. Mix verification, density testing, and surface tolerance compliance managed through standard documentation protocols.
Material Indices Working familiarity with MTO Fuel and Performance Graded Asphalt Cement indices, OPSS specifications, and the contract administration mechanisms relevant to material cost adjustments on long-duration contracts.
